Over the last ten years many companies that used to enter into traditional competitive tender to win new business opportunities have seen their sources of traditional tender dry up through: the use of the Constructionline PQQ process, Outsourced approved lists governed by strict rotational software, Partnering / Frame Agreements; and European Legislation which requires larger value transaction to be tendered via OJEU (Official Journal of The European Union); the fore runner of e tendering.

Many state controlled bodies – that account for a major share of the construction market opportunities – including councils, colleges &universities, the emergency services, the health sector, as well as government procurement agencies – have elected to use e-tendering to announce new tenders simultaneously to all suppliers, with email alerts; thereby providing a level playing field equal for all suppliers that should be transparent and totally above board. And that is where it stops being easy.

Suppliers that have expressed interest in a contract tender are then expected to complete on line a Pre Qualification Questionnaire (“PQQ”), with up loaded supporting documents, which are marked with answers weighed – only suppliers with the highest scores are then invited to tender / fee bid for the contract being tendered.

Companies that lack the time to complete their own PQQs or who are not familiar with completing such questionnaires on a competitive basis are left with few choices if they want to continue to secure work from their existing and / new clients that have adopted e tendering.
